(QA/QC Manager)

Description

The QA/QC Manager is responsible for ensuring that the quality management system (QMS) is fully implemented in an organized and efficient manner. The QA/QC Manager is responsible for delegating and assigning tasks to QA/QC Supervisors and working closely with related engineering, construction, fabrication, and repair departments.

Duties and Responsibilities

  • Manage and oversee project quality to ensure compliance to codes, standards, regulations, equipment specific specifications, and QMS requirements.
  • Advancing quality achievement and performance improvement throughout the organization.
  • Managing the development and implementation of the QMS for planning, fabrication, inspection, documentation, and operations activities including:
    • Planning duties within the QA/QC staff and related work schedules;
    • Establishing service standards for end users (i.e., internal department or external customer);
    • Identifying and developing QA/QC personnel certification requirements and continuing education/training needs;
    • Providing leadership, mentorship, and direction of all QA/QC personnel.
  • Taking full responsibility for hold-point releases once all QMS functions have been completed and the equipment is ready to go into the next work stage.
  • Developing and implementing risk-based inspection (RBI) activities and processes, using API 580 and other similar programs to develop internal standard practices.
  • Managing plant integrity through a failure analysis reporting system and following up on recommendations.
  • Oversee supervision of all visual inspections and NDE, including 3rd party subcontractors.
  • Managing inspection, NDE, and testing plans for new construction, repair work, and alterations.
  • Identify and develop solutions to correct inspection function deficiencies.
  • Manage construction processes, plant equipment, inspection and NDE personnel certification and QMS internal audits.

Certification, Knowledge, and Experience Requirements

  • Advanced ability to communicate effectively, both verbal and written, with all internal organization departments, suppliers, subcontractors, and regulatory authorities.
  • Strong coordination and organization skills, with strict emphasis on accuracy and attention to detail.
  • 15+ years working experience and knowledge as a professional engineer within the pressure equipment industry, although a structural steel background will be an added benefit.
  • Advanced experience working within local jurisdictional and regulatory authorities.
  • Must have a minimum of 10 years of experience in understanding and performing quality inspection pressure equipment in a plant or a fabrication/repair organization.
  • Must have API 510, 570, and 653 certifications, Alberta in-service inspector certification, CSA W178.2 Level 2 (Level 3 would be an asset); API 571 and 580 supplementary certifications and Alberta Welding Examiner certification would be assets.
  • Advance knowledge of qualifying ASME WPS and welder/welding operator qualifications, including local regulation requirements.
  • Good verbal and written communication skills, including advanced knowledge of AWS A3.0 Welding Terms and Definitions.Advanced knowledge of welding inspection and related NDE methods (MT, PT, UT, and RT), including ASME Sec. V requirements.
  • Experience performing corrosion monitoring and API 579-1/ASME FFS-1 fitness for service (FFS) analysis of pressure equipment.
  • Advanced knowledge of project specific documentation related to new equipment turnover for installation, inspection, testing, repairs, and alterations.
  • Advanced knowledge of safety programs.
  • Supervision of safe storage and verification of all project related documentation, both paper documents and electronic files.
  • Experience with managing field engineering, inspection, and NDE related to all QA/QC functions.
  • Experience in project planning, execution (construction realities), management, and communication with all engineering groups.
  • Experience in shutdown planning and execution.
  • Ability to develop and manage non-conformance, deficiencies, and reporting programs, including root cause analysis.
  • Experience in developing and monitoring of project QA/QC budgets.
  • Ability to ensure correct codes, standards, job specifications, project procedures, federal and provincial regulations are properly identified, correctly specified in detail, and met or exceeded.
  • Experience with the creation and administration of inspection planning, weld/welder tracking, RBI, FFS, and reporting programs.
  • Must have the ability to work within strict deadlines and under pressure while maintaining a professional demeanor.

QA / QC MANAGER Responsibilities: 
  1. Lead and manage the QA/QC team and expertise to the overall Quality Management System, policies and standards to support proper and smooth execution of all Quality related activities in meeting the specified standards and requirements
  2. To implement preventive measure and corrective action for non-conforming products.
  3. Responsible for production raw material testing and other related testing and ensure testing is in compliance to internationally accepted guidelines.
  4. Able to demonstrate implementation, documentation & monitoring experience in the development & application of ISO 9001, ISO 14001, OHSAS 18001.
  5. Reviews, comments and approves the contractors Quality Control Plans.
  6. Manages project audit program;
  7. Prepares and implements the project inspection strategy to cover all project phases; Requirements:
  8. Bachelor degree in Engineering or equivalent qualifications.
  9. Minimum 10 years experience in QA / QC onshore or offshore activities in the oil and gas industry.
  10. Preferably Managers specializing in Quality Control/Assurance or equivalent.
  11. Good knowledge and hands-on experience in External & Internal Quality Audit Program.
  12. Good analytical skills and excellence quality tools and methodologies.
  13. Sound knowledge and experience in ISO Quality Management System.
  14. Strong analytical and technical troubleshooting skills

QA/QC Manager’s role & responsibilities are to establish and implement the Project Quality Management System in line with GS E&C corporate QHSE standards. The duties include but are not limited to the following;

• Ensure implementation of the Quality Management System.
• To establish Company Quality Plan including Quality Policy (based on Corp. QHSE Policy) and continually improve it.
• Demonstrates the achievement of quality objectives and targets
• Assist and coordinate with the QHSE Team Leader and all personnel assigned to the project in establishing an overall Company Quality Management Plan based on Companies QHSE Management standards and Project requirements.
• Advise on setting up the improvement guidelines for Company Quality Management System to employees. Ensure improvements are implemented and results are feedback to employees.
• Responsible for ensuring that Company Quality Management policy, plans and procedures are implemented effectively and are suitable for the their purposes and use for which they are intended.
• Develops the existing Quality Management System as necessary with additional procedures/instructions for station-specific aspects
• Establish Project Quality audit program & schedule and perform the Project Quality Audit within the project organization.
• Report the Project Quality Audit Results to Corporate QHSE Team Leader and Project Manager.
• Monitor Company Quality System activities such as Site Quality activities based on Companies Management system and Project requirements.
• Responsible for Construction Quality staff.
• Coordinate and communicate with Client on Project Quality issues.
• Produce and develop the Project Quality Training Plan. Ensure implementation of the plan. Ensure that training records are maintained.
• Report the performance status of Project Quality activities and relevant issues to the Corporate QHSE Team Leader and Project Manager.
• Ensure that Quality Management is applied in line with the Project Design Criteria to the Engineering, Procurement, Construction and Pre Commissioning/Commissioning phases of the Project.
• Ensure that the Project meets international standards.
• Develops KPIs and ensures consistency in reporting across Corporate QHSE Management System.

REQUIREMENTS:
1. Education and training

1) Essential
- Bachelor’s Degree in Quality or Engineering from a recognized institute
- A current relevant Quality qualification(e.g. ISO 9001 Auditor Certificate or equivalent)
- Excellent written and verbal communication skills in English
- Full conversant with international Quality standards, codes and industry practices 

2) Desirable
- Having the competency certification (e.g. Lead Auditor ISO 9001, ASQ Certified Quality Auditor, Certified Welding Inspector)
- Evidence of Continued Professional Development(CPD)

2. Experience

1) Essential
- Experience as Quality Management System relevant position minimum 15 years
- Experience in ISO 9001:2008
- Experience of managing Quality on Power generation Plants
- Experience with Saudi Electricity Company

2) Desirable
- Experience and understanding of technical Quality (e.g. ASME, Six Sigma Black Belt etc)
- Experience working with both GCC, UK and US Quality systems
(preferably in SEC’s Power Plant Project experience)

Quality control managers are expected to have at least five years of experience in most cases. Most employers prefer candidates with one or more professional certifications. The American Society for Quality offers over a dozen QA/QC-related certifications, including the Manager of Quality/Organizational Excellence certification that requires 10 years of professional QC experience.

Duties

The specific duties of a QA/QC manager vary based on the industry and the individual employer, but nearly all involve using computers and databases. A QA manager in the pharmaceutical industry is likely to focus on ensuring all production facilities follow good laboratory practice at all times. A QC manager employed in the semiconductor or medical device industries, on the other hand, is going to focus on making sure his manufacturing facilities meet all industry standards.

Pay and Prospects

Although salaries can vary significantly by industry, according to O-Net Online, quality control systems managers earned a median wage of $89,160 in 2012. Employment prospects are projected to be relatively poor for quality control management positions, with three to nine percent growth expected to generate just 49,000 new QA manager jobs from 2010 to 2020.
